In reply, I am directed to state that you will request the Earl of Granville to suggest that the Governor of Hong Kong be informed that as war is not declared, Her Majesty's government do not propose at present to issue a Proclamation of neutrality, but that the Governors of Hong Kong and other Colonies in the East should be instructed to keep strictly within the limits of the Foreign Enlistment Act.
